San Francisco voters will decide the future of Sunset Dunes again this fall. The San Francisco Department of Elections has certified enough signatures to put the Great Highway for Everyone Act on the November 3, 2026 ballot. The certification was reported on July 23 by Streetsblog San Francisco and SFist.
What the measure would do
The measure would return cars to the upper Great Highway on weekdays and keep the roadway open as a park on weekends. Backers, who include District 4 Supervisor Alan Wong and small-business owner Albert Chow, describe that split as a compromise. Organizers with Great Highway for Everyone submitted 15,626 signatures on July 6. The threshold was roughly 10,600 valid signatures, about 2 percent of the city’s registered voters. The Department of Elections checks initiative petitions by random sampling before certifying them, a process the city sets out in its guide to qualifying initiative measures.

In November 2024, San Franciscans passed Proposition K by about 55 percent, closing the upper Great Highway to private vehicles between Sloat Boulevard and Lincoln Way. The roadway opened as Sunset Dunes on April 12, 2025, with ocean-view seating, picnic areas, a skate and bike park, fitness equipment, and hammocks. Het verzet
Friends of Sunset Dunes, the nonprofit that programs the park, is campaigning against the measure and filed a lawsuit in June alleging the petition contained false or misleading statements. State Senator Scott Wiener and six supervisors, including Rafael Mandelman, Myrna Melgar, Matt Dorsey, Danny Sauter, Bilal Mahmood and Stephen Sherrill, have announced opposition.
“This cynical and expensive attempt to destroy a beautiful park will fail,” Melgar said in a statement released by the campaign.

Nothing changes at Sunset Dunes before the election. The park stays car-free seven days a week through November 3 and beyond unless the measure passes and the city acts on it. If you have been meaning to walk or ride the two-mile stretch along Ocean Beach, this year is the same as last year. The N Judah and the 18 46th Avenue both reach the north end of the park.
