Flour + Water is the Mission restaurant that made San Francisco’s national food conversation. Chef Thomas McNaughton’s pasta program, featuring fresh handmade pasta in seasonal preparations, helped establish the city as a serious dining destination beyond just farm-to-table buzzwords.
This is not a casual taqueria. This is a destination restaurant that happens to be in the Mission.
The Pasta
The pasta is made fresh daily, and it’s the reason to come. The menu changes constantly based on what’s in season and what the kitchen is inspired by, but expect things like pappardelle with pork sugo, tajarin with egg yolk and truffles, agnolotti filled with seasonal ingredients, and house-made spaghetti with sea urchin.
The technique is impeccable. The sauces cling to the pasta exactly as they should. Every dish demonstrates why fresh pasta is worth the effort.
Beyond Pasta
The wood-fired pizzas are exceptional. Thin, blistered crust with seasonal toppings. The antipasti showcase California’s produce at its peak. And the wine list, focused on Italian and California bottles, is thoughtfully curated.
Save room for the salumi plate if it’s available. The cured meats are made in-house.
The Experience
The dining room is warm and lively. Exposed brick, an open kitchen, communal energy without excessive noise. It feels like a neighborhood restaurant that happens to be operating at an extremely high level.
Reservations are difficult but not impossible. Book well in advance through Resy. Walk-ins can sometimes score bar seats early in the evening.
The Tasting Menu
The 7-course pasta tasting menu is the full experience. It lets the kitchen show off what they can do: different shapes, different sauces, a journey through Italian tradition interpreted through California ingredients.
It’s not cheap, but for pasta lovers, it’s genuinely special.

The Legacy
Flour + Water opened in 2009 and quickly became one of the hardest reservations in the city. A decade and a half later, it still is. The restaurant spawned a cookbook, inspired countless imitators, and proved that San Francisco could compete with any food city in the world.
This is the Mission at its most ambitious. An immigrant neighborhood’s traditions elevated to fine dining, served in a space that still feels like it belongs to the community.
